The Cambridge English Teaching Framework, published in 2018, defines four stages of teacher development (i.e., foundation, developing, proficient, and expert). Based on this framework, the language ability of a typical foundation teacher is supposed to be CEFR A2 level. As such, Cambridge Assessment maintains that it is perfectly acceptable for a language teacher to begin their career with this minimum proficiency level.
