The Cambridge English Teaching Framework, published in 2018, defines four stages of teacher development (i.e., foundation, developing, proficient, and expert).

Based on this framework, the language ability of a typical foundation teacher is supposed to be CEFR A2 level. As such, Cambridge Assessment maintains that it is perfectly acceptable for a language teacher to begin their career with this minimum proficiency level.

To enter the higher stages of developing, proficient, and expert, teachers are expected to reach B1, B2, and C1 levels, respectively.
